With the reform of electrical market, the separation between power plants and power network, and the opening bides in power network, the power plants, with several units in parallel, have to settle the issue of load allocation based on whole loads. In few years, optimal load allocation will be an important energy saving optimization measure for thermal power plants.In this paper, an in-depth analysis was made in heat economy indexes and optimal load allocation algorithms which are used commonly, and study of operation and characteristics of load allocation was also done among three types of cogeneration unit.Based on these work and the reference of “Shotgun” in the field of gene sequencing, this paper put forward a new algorithm of optimal load allocation, named as “Shotgun”. This method put the reciprocal of fuel utilization coefficient in the physical sense-factory comprehensive standard coal consumption rate as thermal economic index. “Shotgun”aims at minimum factory comprehensive standard coal consumption rate to establish mathematical model. Coal consumption characteristics can be described more accurately with the method of curved surface fitting.“Shotgun” is a kind of optimization algorithm based on the historical operation data.Under a certain given load, it always can get the best load distribution scheme based on a large number of historical operation conditions. The coal consumption characteristics of each unit can be built by calculating and analyzing its thermal efficiency. Corresponding optimal software was designed to make the “Shotgun” more practical valuable, in addition, the software will need to make some appropriate adjustments according to the power plant.This paper took a thermal power plant as an application instance, the results shown that that “Shotgun” was practical and the energy saving effect was remarkable. This algorithm has a important guiding significance for thermal power plant.
