Cogeneration, with the comprehensive benefit of energy conservation, improving the environment, improving the quality of heating, increasing the power supply, is recognized as an effective energy-saving way, is one of the primary means to control air pollution and improve the comprehensive utilization rate of energy, is one of the nonprofit foundation measures to improve the quality of people. However, due to its long period, large amount of investment, high technical requirements, the characteristics of complex system, there are many uncertainty factors in the operation process. Therefore, whether cogeneration project risk assessment can do well directly affects the smooth implementation of the whole project, also will impact on the overall urban energy supply and optimization of industrial structure.But specific to cogeneration project risk assessment, it is limited to certain aspects related to practical application. There is no mature theory and evaluation methodology. Therefore, with the combination of the requirements of the projects risk and the actual situation of cogeneration construction projects, it’s of great theoretical and practical significance to build energy efficiency evaluation index system and design evaluation model to evaluate the energy efficiency of cogeneration construction projects.Firstly, with the theory, this paper introduces the concept of risk, project risk, risk identification, risk assessment, and risk control, then this paper introduces matter-element extension theory and its advantages. Secondly, in the foundation of theory, this paper establishes the model of risk evaluation, taking the agricultural four division seventy-three regiment cogeneration project risk as the research object. Finally, combining with the characteristics of agricultural four division seventy-three regiment cogeneration project, this paper constructs risk evaluation index system, and uses the matter-element method to assess the risk of the project.
