With the rapid development of the global society and economy, increasing demand for shipping and ship safety has become the focus of public attention. At sea, based on the auxiliary of standard Electronic Chart Display and Information System (ECDIS) and S57 standard Electronic Navigation Chart (ENC), navigation safety is effectively protected. In most river basins, however, due to the lack of inland electronic channel chart, ship still rely on crew’s long-term experience and radar signal to locate position, unable to meet the needs of modern shipping.In order to improve the rescue capability of inland river vessels and guarantee the navigation safety, the development of inland S57 standard electronic navigation chart method which converts MapInfo electronic vector data into S57 standard data is brought up, based on economic and technical considerations. By loading the electronic navigation chart to ECDIS or Electronic Chart System (ECS), the navigation ability of inland vessels can be improved. In addition, the ECDIS/ECS application space can be expanded as well as the economic cost being saved when data collection and building electronic information display system.Based on the vector data structure and content analysis of MapInfo and S57, this paper analyzes the differences and relevance between MapInfo data and S57 data, including geometric characteristics, features descriptions and file content structure. And geometry conversion algorithm, feature information matching model and file structure content mapping model between the two types of data are designed. Based on the theoretical analysis, for the function needs of the data conversion tool, six functional modules are designed overall:the main thread module, human computer interaction module, parameter configuration module, data processing module, database module and document design module. The software development process of translating MapInfo data to S57 data is completed by applying C++ Object-oriented programming ideas on QT software development platform witch based on Linux operating system. The functions of all modules are implemented by detailed design of the corresponding classes and objects. The application effect of electronic navigation chart after data transformation is displayed in real example of data conversion of Jilin Songhua Lake waters when its value and practicality are being comparative analyzed. Finally, the summary of this paper is summarized.Research coverage of this paper is part of the national support program "AIS/ GNSS Shipboard Navigation Equipment Key Technology and System Development" (2012BAH36B02), which is taken on by the Institute of Navigation.
