Along with the reform and opening-up, Rizhao port became a new coastal port, After 30 years’construction, it is now one of the 20 main hub ports of china.Rizhao port now consists of two ports areas, shijiu port area and lanshan port area. According to the overall plan of Rizhao Port, Lanshan port area is divided into three operation areas, including south operation area, middle operation area and north operation area. Lanshan is positioned as the heavy industry zone of Rizhao, and metallurgy and costal industry are prioritized. Rizhao steel mill is an important enterprises in the industry zone, all iron ores rely on importing. However,2# and 6# generic berths in south operation area which are 50,000 tons are used to unload the iron ores. Because of the scale of the berths, the ship type is restricted, so the construction of 300,000 tons ore terminal is necessary. Once the terminal is completed, it will become a permanent fixed building in the waterborne, and the ships frequent inward and outward the port will influence the navigation environment. So the study of this paper is necessary.In this paper, firstly, the background and significance, research status review and the contents and technical route are introduced. Secondly, the navigation environment around 300,000 tons ore terminal such as natural environment, port environment and traffic environment are introduced. As the factors that have impacts on the safe operation of the terminal and the safe navigation, according to the navigation environment of the 300,000 tons ore terminal, and combined with relevant data and statistics and relevant theories, the factors that have impacts on the safe operation of the terminal and the safe navigation are analyzed comprehensively, potentially risk factors are obtained, then the risk evaluation system is established, and D-S Evidence Reasoning is adopted to evaluate the risk. Finally, according to the evaluation result, the problems existing in the safe operation of the ore terminal and the navigation safety of ships are obtained, some specific countermeasures are proposed which can remit the risk, the results can be a reference to the terminal-manager and maritime authority.
