However, due to China’s construction project safety management laws and regulations are not perfect, the government safety supervision system is not perfect, the owners put the safety supervision personnel shortage, insufficient capital investment, the construction unit safety operation units and personnel safety awareness and self-protection ability is low, the construction enterprise safety evaluation system is not perfect and so on many reasons, leading effect of limiting the owner should play in the project safety management work, affecting the enthusiasm and initiative of the owners to participate in the project safety management, thereby affecting the safety management of construction projects seriously effect.Firstly, the present situation of safety management of construction project owner of the home, and analyzed the key role of owners in the project safety management work and significance; through the comparison of differences in domestic and foreign laws and regulations, supervision and law enforcement, security system, safety evaluation system, pointed out that the owners need to have ideas and ways of innovation in security the management of construction project. In this paper, based on the work breakdown structure(WBS) and analyze the risk in advance(PHA) theory to develop a model of the owners of construction project safety management plan; based on "voluntary agreement" and "community participation" model of the safety management of the project team.Then based on the I presided over the completion of the construction project as an example, detailed study and deeply, excavate the example project safety management of the project implementation process experience and the lesson, the owners in the safety management of construction projects in the planning model and the innovation of safety management method in project management in safety management of innovation, set up the project safety the management team, namely "safety inspectors group", and has been successfully implemented in the project safety management work.
