Study On Quality Evaluation And Control Of JSG Thermal Power Plant EPC Project In India

Since joining WTO, Chinese position in the world economy increases steadily, and Chinese trade competitive power also enhances gradually in the global economy, and Chinese economy closely links to the world economy. The strategy of going out has become basic guarantee to implement sustainable development for more and more domestic enterprises. In recent years, with the country macroscopical adjusting control in structure of the sources of energy, the approval of domestic thermal power construction projects becomes more strict. Some industry enterprises go bankrupt because of the intense competition in China. By the way, power infrastructure has great potential in most of countries and regions of Asia, Africa, and the Middle East. Many thermal power projects are faced with renewal pressure in the developed countries such as Europe and America. Thermal products are actively encouraged to export in China. It becomes the inevitable choice to enter the international power plant capital construction markets for most of Chinese enterprises.Most of the international thermal power plant projects are in EPC contract mode (Engineering, Procurement and Construction, namely the design procurement construction general contract mode) for the owners to provide a package of service. The domestic enterprises need to face more strictly demanding requirements and the developed countries fierce peer competition in the international market for thermal power plant construction project. To get smoothly and firmly held the overseas market, and create sustainable development of international known brand industry, the domestic enterprises should have a correct understanding of "quality is the life of enterprise, good quality tree credibility, and credibility explore the market", and overcome the problems from the fundamental, which the domestic long-term heavy project duration, cost, but not pay attention to project quality. There should be the correct understanding of the connotations of the quality, focused on the whole process of construction, targeted and pre-control of the quality evaluation index system, and a set of feasible evaluation method and control system in the quality management of international power plant EPC projects, so this paper takes the practice of India JSG power plant EPC project quality assessment and control, and mainly studies the following five aspects:1) To make analysis of essence for qualiy in basis of reference of domestic and international research status and trend of quality quality management, project quality management, quality assessment, and the three major elements of the project management;2) To make SWOT analysis of the JSG EPC contractor for laying a foundation for effectively building the India JSG power plant EPC project quality evaluation index system.3) To divide stages for the quality evaluation as per India JSG power plant EPC project operation and management procedure, analy the dialectical unity relationship of quality effects between 5M1E and project cost&time, and make the project quality influence factors analysis in all stages of EPC project;4) To make the project system quality level model that takes the EPC project system quality as the target layer, choose the quality evaluation index with preventive and control characteristics for each stages, set the weight for quality evaluation index in the whole process and build the project system quality evaluation system using the method of expert opinion and AHP, and put forward corresponding evaluation method;5) To make quality evaluation and control rectification planning according to the India JSG power plant EPC project quality management organization, put forward theory of EPC project system quality control curve combined with project time and cost elements, design the control principle of the system quality control curve and how to draw the curve, and put forward the EPC project quality improvement measures from the angle of influencing factor.The results of this study of innovation in theory and practice in the field of application and development, not only provides a new train of thought for general contracting enterprises to set up the international EPC project quality evaluation and control system, but also can effectively correct demestic narrow view of quality existed for a long time. At the same time, this paper gives a new understanding of project quality to the contractors, and throws away a brick in order to further study the theory of international EPC project quality management.
