Project management becomes more and more difficult, especially in terms of cost management. This gives each enterprise new difficulties and challenges. The main purpose of cost management of engineering project is, in a certain period, to constantly improve management work of the project. The enterprise uses the means of economic, technical and others to achieve the purpose of reducing costs. This is to reduce consumption, save the cost of inevitable requirement.The enterprises must strengthen the cost management, dig its cost advantage and establish the effective cost management methods in order to adapt to the development of market economy and remain invincible in intense market competition.This paper studied on the Weiri highway construction project cost management, firstly, it summarized the research status of project cost management at home and abroad, the cost management theory and method of highway construction project, analyzed the composition of highway construction project cost; secondly, it introduced the Weiri highway project basic situation and characteristics, analyzed the significance of cost management implemented by the Weiri highway construction project; thirdly, on target costing Weiri highway construction project formulation principle and process, it calculated the process cost, the project cost, direct cost; then it used the method of earned value analysis of the situation of project cost control, the selected report points in the comparative analysis of the planned value, the actual cost, measured the earned value basis, the report points of project schedule and cost performance levels, and then analyzes the practical implementation and its problems of the project schedule and project cost; finally, from the strengthening of project organization and management, the selection of raw material procurement mode of cost saving, reasonable scheduling of artificial and mechanical vehicle, paying attention to the material management, the construction site to establish and perfect the proposed project cost management safeguard measures four aspects of saving the reward and punishment mechanism.The main conclusions are as follows:firstly, the significance of Weiri highway construction project cost management lied that it can stimulate the sense of responsibility, strengthen the departments in charge of the road construction performance assessment supervision, save money and the rational use of funds; secondly, the paper established the calculation program cost project construction process, got the site of the project budget data after a series of calculations; thirdly, the paper used earned value method to analyze the project, the conclusions are:the implementation of the project before it can be in accordance with the cost plan smoothly, expected after the construction cost will overrun, and projects with a total construction period will be delayed. The cost control measures include:increased the key work personnel, equipment use and scheduling scheme optimization, optimization of construction materials and other resources, and further analysis of the causes of cost overruns, delays, and puts forward the improvement measures, to ensure that the entire Weiri highway project completed on schedule in the cost within budget.
