Highway construction project has the characteristics of long construction period, large investment, and complex structure, the project’s schedule and cost control is very difficult. Some highway construction companies in domestic usually take the separate- controlled approach in the process of project schedule and cost control, ignoring the linkages between the project cost and schedule. obviously,it will affect the project to realize the schedule and cost goals, and even affect the enterprise’s benefit. Earned value management is recognized as a schedule-cost control method in the area of international engineering project management. With JA bridge of FJ highway for example, this paper applies earned value management to the highway construction project, on the one hand, intending to verify the practicability of applying earned value management to the highway construction project; on the other hand, in the hope to achieve the joint analysis of schedule and cost in the highway construction project and to optimize the project’s schedule and cost goals.This paper first introduces the development history and research status of earned value management at home and abroad, and points out its shortcomings and limitations. And then, introduces the method of two-level earned value management, which can provide more information for the project’s schedule and cost control. Next, discusses the relevant theoretical knowledge of project management of highway engineering, including highway engineering project’s schedule management and cost management, laying the theoretical foundation for the case study; Finally, With JA bridge of FJ highway for example, this paper focuses on the applied research of earned value management in highway construction project’s schedule and cost control. Evaluates the project’s schedule and cost performance, and try to put forward some relevant suggestions and measures for the project’s schedule and cost control depending on the evaluation results.Through the theoretical analysis and case study, this paper verifies the practicability of applying earned value management to the highway construction project, and that earned value management method can use the money as the unified metric, can have an overall analysis on the Highway construction project’s schedule, can achieve the joint analysis of the project’s schedule and cost, can provide enough effective information for the decision making of the project’s managers.
