Construction which is one of the three pillar industries of China’s economy is important to the development of the national economy. At present, China’s construction industry not only developed rapidly, but also ushered in the development of new opportunities and challenges. In China, developing the infrastructure makes the domestic construction enterprises to enter a new era of prosperity and development. Domestic construction enterprises is facing fierce competition in the domestic industry. At the same time, it actively participates in the highly competitive international construction market. This requires domestic construction enterprises to catch up with international trends in terms of both management architectural design, and to learn advanced management methods and means. Using the efficientual project management methods and advanced project management model, improving the quality of the project to the maximum extent, shorting the project schedule, reducing the engineering costs, strengthen cost management and coming true the cost controlling can improve their cost competitiveness force, so that enterprises in the increasingly fierce market competition, maintaining their own advantages, in an advantageous position.Cost management is a very important part of the project management, and it is very important for the smooth implementation of the project and the control of corporate profits. So in this article, use the theory and methods about project management and cost management, summarize the problems which the real estate development company have met in the previous real estate development projects, hope that through analysis these problems,some questions could be solved. The project, Jinxiuwan, is invested and developed by Ronen Real Estate Development Co., Ltd., Jinan. This paper will analysis this project about the cost management research. It introduces the research background and status at home and abroad. According to existing literature, this paper affirms research ideas. Then learn the theories of project management, cost management, cost control, as well as the methods of cost management. To do the basic presentation of the JXLW’s real estate development projects circumstances, and to do the analysis of past development of the company’s cost management, in order to find out the problems of cost of managing the budget phase, construction phase in the completion phases. Then this paper researches the stage of the budget cost management, and present the solutions proposed of the decision-making phase, design phase, problems encountered in the tender stage cost management in the budget process. It offers the solutions of cost management in the stage of the construction, and use earned value to analyse a high-rise building projects, decoration works, drainage engineering, electrical engineering, heating and ventilation engineering project cost controlling. It finds the three elements of this method, and calculate the four evaluation index, based on data derived from the results of analysis of the project appears in the construction phase cost control problems and timely make feedback on issues and find solutions. Then it proposes to increase the staff put strict measurement of the completion of phase cost management. Financial-sector-led multi-sectoral cooperation, a rigorous examination of the completion of settlement and other methods to improve the completion phase cost management measures; finally get the conclusions and recommendations of this paper.
