With the rapid growth of our country’s freeway mileage, more carbon dioxide has been generated, which has become a significant issue in the process of low-carbon transport construction. Establish a model about evaluating freeway’s low-carbon transport to achieve the compressive assessment of expressway conditions and to promote the development of expressway’s low-carbon transport.Through the study of freeway’s low-carbon transport development about home and abroad, discuss the relationship between vehicle speed on the expressway and the amount of carbon dioxide.at the same time, aspects such as people、vehicles、road、operation、management、and environment effect were respectively analyzed. Secondly, through factor analysis on selecting the evaluation index to establish freeway’s low-carbon transport evaluation system which is more practical and targeted. Use the scale expansion method to quantify the indexes at all levels and give the corresponding weight.On the basis of this, combine with the expert evaluation method and fuzzy comprehensive evaluation method, construct the evaluation model of the carbon emissions, and present the calculation method to evaluate expressway’s low-carbon transport. Finally, select Fu Ji Expressway low-carbon transport system as case to prove the rationality and feasibility of the evaluation model.Based on the proposed highway traffic evaluation system of low carbon, study low-carbon pre-control technologies focusing on freeway traffic flow, traffic structure and the management of transport vehicles and so on. This research can help achieve the low- carbon transportation mode, and the low-carbon operation management mode, so as to realize the low carbon and energy saving of freeway transportation industry, energy efficiency can also be improved effectively.
