In order to break through traditional power telecontrol architecture and communication model, and to solve the problem of low communciation rate, configuration and interoperability difficulty among different electric power equipments which worry the power telecontrol communication for a long time, Ethernet WAN, abstract information and service model, real-time data exchange and configuration description of devices are researched, and IEC 61850, Manufacturing Message Specification (MMS) and Ethernet WAN are simultaneously used in power telecontrol communication. Thus either in substation or from it to the control center, IEC 61850, MMS and Ethernet is used as the sole communication standard, protocol and platform.To ensure interoperability among different vendor's devices, IEC 61850 model, such as common data class, data class, data set, report and select before operate control are further studied. Moreover, a modeling method of power telecontrol communication based on IEC 61850 is proposed, and logical device, logical node and communication service model based on the above method are established. In addition, adopting the experiment platform, the interoperability and function tests prove the feasibility of the proposed models.To better satisfy practical needs for real-time data exchange of power telecontrol system, through studying the mapping between Abstract Communication Service Interface (ACSI) and MMS, OSI protocol stack, ASN.1, BER encoder/decoder, MMS protocol machine and MMS application interface, a real-time data exchange method for power telecontrol system based on ACSI and MMS is proposed, and the MMS real-time communication protocol for power telecontrol and IEC 61850 is independently developed which is easy to map ACSI to MMS, and then to improve the development efficiency of IEC 61850 system.To implement unified configuration and management for Intelligent Electronic Device(IED), object model and document structure of Substation Configuration Description Language(SCL), SCL and Scalable Vector Graphics(SVG) based graphical topology display for substation, and harmonization of SCL and Common Information Models(CIM) are further researched, and a SCL/SVG/CIM based remote device configuration method is proposed. In this method, the uniform SCL configuration description document is transmitted by IP WAN which is the same as power telecontrol real-time communication system, the remote conventional IED and IEC 61850 IED can be configured through network in control center, and CIM model and SVG graph database can be updated at the same time.Aiming at the interconnection and interworking problems between IEC 61850 IED and traditional device, the IEC 61850/MMS communication gateway based power telecontrol communication method is presented, the software architecture of IEC 61850/MMS communication gateway is designed, and the method of mapping between IEC 60870-5, CDT and IEC 61850 is proposed. As thus, the difficulty of smooth transition from the existing telecontrol system to the IEC 61850/MMS based system is solved. The new IEC 61850/MMS based power telecontrol system developed according to above studies, firstly gone through industrial field-testing carried in a practical subtransmission network, and the validity and feasibility of the proposed models and methods have been proven.
