Recently, the issue of environment pollution is more and more serious because of several reasons, for example, the growth of the population, the accelerating of the urbanization process, the unrational development and utilization of agricultural and industrial production of extensive management and resources, which make drinking water safety facing a severe test. Therefore, it is very important to set up the water quality monitoring and early warning system to ensure drinking water security as well as social function normally.To solve this problem, this paper carried out the study on construction of urban water supply water quality monitoring and early warning system then applies it to the prediction of water quality in Chongqing. The studies and conclusions are shown in below:① The establishment of emergency management, organization, processing system for the Chongqing municipal water pollution accidentas well as the contingency warning mechanism, provide organizational guarantee for water environmental pollution accident emergency management. Emergency management system includes emergency plan, emergency management system, emergency operation mechanism and emergency legal system. Treatment process include the periods of alarm judgement, emergency start, plan making, field conduct, the emergence state control, emergency recovery and the end of emergency and so on.② BP model of artificial neural network was selected for predicting routine water quality. By using the MATLAB platform, a BP model was established, whose forecasting object are the content of phosphorus and permanganate index of the Yangtze River Basin water pollution content as the, and single hidden layer and the hidden layer neurons number is 12, and activation function is the ?logsig?,and ?traingdx? algorithm is training function. The prediction results are in good agreements with the measured data, and the average prediction error of the TP content is 7.013%. The average prediction error of the CODMn content is 5.07%, the prediction model has a high target tracking curve, can basically meet the requirements of TP and CODMn content prediction.③ Using WASP establish sudden water quality prediction model, assuming that the river for one-dimensional water quality model, application toxi module of CODMn was simulated, and the simple toxic pollution model is established, the simulation curves and the measured data are in good agreement, sections of the absolute value of relative error of the averages are 11.40%、12.71% and 11.53%, indicating that the model has good accuracy.④ By using SIDSS and GIS techniques, designed a city water supply water quality monitoring and early warning system:(1)To take the source water, finished water and pipe network water as the main object of monitoring to ensure the quality of drinking water from “the source to the tap” the whole process of real-time online monitoring, and timely evaluatethe water quality security.(2)According to the characteristics of water purification process, on-line monitoring data, and laboratory test data, make all kinds of information statistics, analysis, integration, association, for water pollution accident early warning.(3)Combined with successful cases of domestic and abroad, the water emergency processing plan, water supply system emergency dispatch plan and Chongqing emergency response plans to construct the plan library, so that the most suitable plancouldbe made, which savesmuchtime and gives multi-level protectionfor drinking water securityduring the emergency management.
