The TBM construction technology in the long tunnel of China’s water conservancy engineering started later than other countries. Therefore, there is less engineering quota research to guide the similar engineering cost management and control, so the space of its rationality and applicability to be improved is still very large. The first-stage project of Gansu Yintao water supply project is the largest in the history in Gansu province. And the 9# tunnel is the longest tunnel in the project among all the tunnel of the general main canal. The total length of the 9# tunnel is 18.275 km, which is located in the Weiyuan county and the stability zone. The engineering geological conditions in this area are the most complex, so the construction is very difficult and the construction period is the longest. Some new techniques and new technologies adopted in the construction of tunnel with double shield TBM were successfully used in the tunnel, which accumulated successful experience for the similar projects. So, in the study quota of TBM construction, the 9# tunnel can accurately response the new construction technology and construction technology of consumption quota as the research background, and then provide a reference for the similar engineering project decision and project management, and provide the basis to revise and improve the TBM construction budget at the same time. The main factors that affect the amount of consumption of TBM tunneling construction, material and machine are the single axial compression strength of rock mass in the corresponding construction section, So it is necessary to study the fixed value of different uniaxial saturated compressive strength and divide the quota unit according to the uniaxial saturation compressive strength value when the construction excavation quota of TBM is compiled.(1) Analysis of the original data processing limitations of the method, using the t distribution theory and the t test criterion method respectively to determine the construction of a fixed number of observation and analysis to eliminate outliers. In order to verify the feasibility of the model is scientific and relying on the theory itself.(3) paper refine the quota items based on the existing reference quota, and provide a more accur ate basis for similar project decision-making.The fixed value of the double shield TBM of the corre sponding rock and soil which is small in the distance of the tunnel is established by fuzzy mathemat ics, and the fixed value of the corresponding uniaxial saturated compressive strength is calculated.(5)According to the practical engineering geotechnical uniaxial saturated compressive strength,the result of the saturated uniaxial compressive strength of double protective shield TBM construction quota is 20 ~ 30 MPa, 30~40MPa, as high as 40 ~ 50 MPa based on grey system prediction theory, and it offers the decision basis for similar engineering projects.
