From the beginning of 2009, State Grid Corporation began to do smart energy meter planning and bulk bidding, and meter based on GPRS communication network is one important type, which is to solve meter reading of big users and power consumption data metering and collecting without automatic meter reading(AMR) system, such as shops, factories, substations, the remote mountainous areas. Therefore, this meter is one of the key equipment in smart grid.On the basis of the research and analysis of the development of network energy meter in China and abroad, this paper presents to use component technology, to get the software and hardware platform design of meter. This method can quickly add and cut the function module, in order to meet the market requirements fast, ensure the serial consistency and enhance the maintainability.The paper is based on functional requirements of meter with GPRS communication network, designing and researching from aspects of architecture, hardware, software and system debug. The architecture design uses component technology, which the basic meter and GPRS module is designed separately, each function module interface is standard, divide and analyze the existing module and the new module. The basic meter uses main CPU chip of NEC78F0536 and metering chip of ATT7022, while the GPRS module uses main control chip of LPC2136 with ARM 7 processor and SIM 300 solution, designed with relevant hardware circuit. The embedded software platform adopts uC/OS-II real-time operating system, which guarantees the reliable online and bidirectional communication in real time of GPRS link. The software design includes the interface and the primary design of each module, including the programming of metering module, CPU management module, display module, GPRS communication module, memory module and clock module. Then, the meter samples are debugged and accomplish the type test, to make sure that the meter meet requirements. And it’s finally verified that the meter is suitable and reliable by relevant qualification and market operation.The meter, based on the GPRS communication network, gets the type test reports of Henan Province Institute of Metrology and China Electric Power Research Institute, which demonstrate that the meter fully meets Chinese smart energy meter requirements and has a vide application prospect in China.
