This paper is part of the national science and technology support program which the author take part in. The program is the study on the key techniques of high density space’s efficiency optimization in city cluster(2012BAJ15B03).In the process of rapid development of urbanization process, the contradiction between the urban construction and nature becomes more and more obvious. For mountain cities, the development of dense space form is on the original basis of complex geological conditions which are more likely threatened by geological hazard. This gathers high density of population and production activities in the unit area, which will greatly increase the possibility of geological disasters in the city undoubtedly. The trend of development of high dense city space form is hard to reverse, and the situation of geological disaster prevention tasks is severe. Blindly to avoid the danger from geological disasters area and develop the city construction has been unable to meet the development demand of mountain cities(such as Chongqing). And it also do not accord with the historical development track of human adapting and reforming nature. However, natural disaster, include geological disasters, has the character of chain, complexity and uncertainty. Overconfident relying on the engineering technical which is limited, and using it into governance of geological disasters danger zone and construction in the zone, will easily lead to the huge casualties and property losses.As a technical means, urban planning can make a comprehensive arrangements for the deployment, including future development, the reasonable layout and all kinds of construction in cities. The possible loss caused by geological disasters can be effectively reduced after the consideration of geological disaster prevention factors in the compilation procedure of planning. In the city planning system, regulatory detailed planning is the planning process linking overall and detailed planning. Its function mainly shows about control and guidance in ascertain the specific quantitative, amount, position, and bound in city construction project. And it has legal force which can make planning results guaranteed. It is needed that in-depth research of geological disaster prevention in level of regulatory detailed planning, and the approaching geological disaster prevention tasks through a dynamic way that combines guidance and control. This not only make protection of geological disaster prevention effect appear by the law, but also provide a variety of possible ways to choose by developer. Taking Chongqing as the range of study, this paper analysises its characteristics and prevention measures of geological disaster, especially the present situation and problems of city planning, including regulatory detailed planning of preventing geological disasters. Then it proposes the construction of system of guidance and control in regulatory detailed planning based on the defense of geological disasters through summarizing the geological disaster prevention in domestic and experience results in cities all over the world. At last, it makes research on the method of guidance and control and relevant index.The paper is divided into six chapters:The first chapter mainly discusses the background, the goal and significance, the scope, basic concepts, train of thought and the basic methods and thesis framework in the paper.The second chapter is the related theoretical basis and research result, including the city disaster prevention in domestic and foreign, regulatory detailed planning, geological disaster prevention and disaster prevention in city planning.The third chapter analyses the current situation in Chongqing. It marshales cause of formation, feature current situation and experience in. It is also basic on the field research and planning case. Then it concludes existing problems in regulatory detailed planning based on geological disaster prevention.The fourth chapter is the exploratory research part of the paper, also it is the core. It analysis the connotation of the system of guidance and control in regulatory detailed planning based on geological disasters prevention. Including its characteristics and orientation in relevant systems which it belongs to.The fifth chapter is on the basis of the fourth chapter, which establishes index constitution and take one logical language to construction the system of guidance and control, and how to control and guide the index was discussed.The last chapter is the conclusion which summarizes the main conclusion of the study, and make a prospect for future research of the system of guidance and control in regulatory detailed planning based on the defense of geological disasters.
