In China, the mixed traffic flow is the characteristic of the city traffic, and after a long time, the situation will continue existing. The setting of the signal can effectively separate the traffic flow and reduce the conflict points. However, the right-turning vehicles are usually not controlled by the signal, and the conflict between pedestrians and right-turning vehicles is inevitable. How to solve the conflict effectively is the problem that will be discussed in this article. This is not only relieve the intersection congestion, and improve the efficiency of the road, but also reflect people-oriented philosophy.Combined with the objects researched, define the relevant concepts of the conflict between pedestrians and right-turning vehicles: Put forward to the "group" as an unit to study pedestrian characteristic; The definition of conflict is extended to regional conflicts, which better reflect the characteristics of the conflict between pedestrians and rightturning vehicles.Using the video method to research an intersection. Analyze traffic characteristics of pedestrians and right-turning vehicles based on the data collected, including the line of arrival and velocity distribution of pedestrians, time headway and velocity distribution of right-turning vehicles. The influence of conflict on traffic characteristics is also analyzed.Based on traffic conflict technique, Break through previous studies by the limitations of single index. Considering the demands of pedestrian space, select space security and traffic conflict rate as two indexes and analyze their applicability and calculation method. Analyze and improve the classical whitening value function. Use grey clustering method to evaluate the conflict zones’ safety of right-turning vehicles and pedestrians in the conflict zone and determine the safety level.Propose average total delay per person of right-turning vehicle and pedestrian system. Devide right-turning vehicles into three situations: not controlled, single controlled and both controlled. Analyze delay changes before and after in these situations. Calcuate the delay of typical four-phase intersection with different flow of pedestrians and right-turning vehicles in these situations and get critical flow curve for setting the exclusive right-turn phase. Then introduce specific method for setting exclusive rightturn phase specific setting. Finally, an example was given to evaluate the effect of exclusive right-turn phase.
