Construction safety is always the focus of people. In recent years, the safety accidents in many parts of China reduces year by year. On the other hand,the safety investment increases year by year, and the safety investment waste in some parts of China is very serious. Building an economical society calls for us researching the safety investment efficiency, and finding out the best safety efficiency, so as to increase the efficiency in the use of our resources.By reading many literature in the area of safety investment efficiency and the similar articles, this paper selects three-stage DEA(data envelopment analysis) model, which was proposed by Fried in 2002, to analyse the safety investement efficiency in construction at the provincial level and enterprise level. Through the SFA(stochastic frontier analysis) model, we can analyze the effect of environment factors on the efficiency value.Research result shows that,After eliminating the influence of environment factors and error factors, the efficiency value in the third phase is different from the one in the first phase; Second, the effect of the environment factors on the efficiency value is different: the developing of education level,education level and supervision of goverment have contributed to the improving of the efficiency value; on the contrary, the increasing of the construction scale and regional precipitation is not good for the improving of the efficiency value; Third, the main reason for the inefficiency is that the scale efficiency is not high.
