| Since the 20th century,China has stepped into the track of rapid urbanization.Urbanization development has created huge socioeconomic benefits but caused unsustainable problems such as excessive urban expansion.Construction land is the main type of urban land.In recent years,many scholars attempts to find a new breakthrough for future development from the perspective of the reseach of the utilization efficiency of construction land.After sorting and summarizing related literatures,it is found that most studies lack the definition of the connotation of the utilization efficiency of construction land,and the evaluation indicators of the utilization efficiency of construction land are simply selected from the perspective of total input and output,which ignores in-depth understanding of the process of construction land utilization.In addition,the theoretical analysis of the factors influencing the utilization efficiency of construction land often starts from a single partial factor and lacks a systematic perspective to explore the interaction between the factors.Therefore,this paper decomposes the construction land use process into the construction stage and the production stage and constructs the measurement index of the utilization efficiency of construction land from the two stages.Next,this paper also systematically analyzes the interaction relationship between the factors that affects the utilization efficiency of construction land.The interpretation structural model(ISM)is used to determine the hierarchical structure of the factor system.Finally,an empirical test is performed on the sample data of the urban agglomeration in the middle reaches of the Yangtze River.The paper first defines the connotation of construction land use efficiency from the goals to be achieved in the use of construction land.Based on the connotation of the utilization efficiency of construction land,the two-stage chain-linked DEA model of the construction stage and the production stage is built from the perspective of input and output.It is indicated from the operation results that the efficiency in the construction stage is higher than the efficiency in the production stage overall.The two-stage efficiency and the overall efficiency of the construction land are uneven in the three major urban agglomerations,that is,there coexists polarization phenomenon of low efficiency and high efficiency.Changsha and Wuhan have higher efficiency in the construction stage,but the efficiency of the three provincial capital cities in the production stage is low overall.There is a large space for optimization.From the time series perspective,the overall efficiency and the efficiency in the construction stage presents obvious stable development characteristics,while efficiency in the production stage presents obvious fluctuation development characteristics.The literature analysis method is used to summarize 22 factors affecting the utilization efficiency of construction land.Each of the factors is highly correlated.The interaction between the factors is qualitatively analyzed in theory and a binary relationship is built in the meanwhile.The structure of the factors is layered with the help of the interpretation structural model.In the end,13 indirect factors and 9 basic explanatory factors are obtained.In the empirical analysis,the regression analysis based on the least square method is used to test the effect of the basic explanatory factors.It is showed from the empirical analysis results that the degree of economic marketization,corporate characteristics,the degree of opening up and financial factors have a significant impact on the utilization efficiency of construction land.The degree of economic marketization and financial factors have a positive effect on the utilization efficiency of construction land,while the characteristics of enterprises and the degree of opening up have a negative effect.In the end,the paper provides the two dimensions of construction land allocation and construction land utilization,and puts forward strategies to promote the cross-regional transfer of construction land and implement differentiated land allocation strategies.The replacement of talents and technical elements and promoting the transformation of industries to advanced forms should be fully applied,which provides targeted countermeasures and suggestions for optimizing the utilization efficiency of construction land. |
