The energy-saving transformation of existing residential building involves in many stakehohers, the transformation system is large, complex and multi-clue when it is practiced.Xinjiang has unique climate, economic and social environment characteristics. In terms of exiting residential building, it should combine with specific measures, related policies and the corresponding evaluation system to ensure the transformation work to go smoothly.Based on the status of exiting residential buildings in Xinjiang region, the paper has found out the structure, building age and energy consumption of exiting residential buildings, analyze the main cause of high energy consumption and pollution. According to the situation of Xinjiang region, it puts forward the methods and ideas of transformation to explore the main technologies of external structure of the rehabilitation programs and the use of renewable energy.Through the investigation and analysis of existing residential buildings in Xinjiang,its main problems are lagging settlement planning, poor thermal insulation of external structure, heavily waste of energy and the slower utilization of renewable energy. To solve the above problems, the paper proposes for technologies of transformation of exiting residential buildings, use the new insulation materials and local materials to enhance the insulation of external structure, use the ground source heat pump, passive solar house heating system and photovoltaic power generation system to reduce building energy consumption. And proposed for the life cycle assessment of exiting residential energy-saving buildings, and established the mathematical model of the evaluation system, evaluate the transformation project Flat of Shihezi university, the result is A(success) level,and the same time to verify the full life cycle assessment system is viable.This paper researches the strategies of existing residential buildings in Xinjiang to find out a set of more suitable energy-saving transformation technology for local area in Xinjiang and demonstrate the process and index of evaluation in order to get a practical conclusion. On one hand, sum up the local technology of exiting buildings, on the other hand, relying on rich renewable energy of local area in Xinjiang, implement the advantageous resource transformation strategy to promote energy structure "green" to reduce the costs in a large extent. At the same time, provide a reference for transformation and promote the work of transformation of exiting building in Xinjiang to a certain extent.
