With the pace of reform and opening up in China, these are facing opportunities and challenges that include the adjustment of economic structure, real estate enterprises. Real estate industry has been in a more important position in the national income, stimulating the growth of domestic demand and having made a great contribution for the country’s tax revenue. But it is prone to bubble phenomenon in the process of rapid development. The national government departments have taken a series of measures in macro-control housing prices, including developing a clear plan in some aspects which are the transfers of land in the bidding, financing, and so on to regulate the real estate market order. And now the real estate development enterprise more, good and bad, the order of the real estate market exists chaos, the competition between the industry is more intense. These unprecedented challenges also have caused the impact to the profit model of the real estate development enterprise. Only establishing the profit model with the coordinated market to meet market demand and win the competition in the industry. Requires project managers control the relationship between costs and prices, not only in order to obtain greater benefits and raise prices or reduce the cost, the consequence of this is often not worth the candle. Should establish a reasonable cost control management method, which is conducive to the long-term development of enterprises. The managers of real estate business should pay more attention to the management of cost control. Taking the high efficiency and energy saving of new patterns, scientific and reasonable allocation and control of cost and putting the cost of controlling project to the core position of enterprise development and profitability.This article through the introduction of domestic and international real estate development enterprises to project management, combined with China’s national conditions to analyze and study the necessity of cost control. It makes the theory and practice of combining by combining the case of the practical engineering that is Binhai Residential District II(1 Plots) Commercial Housing Projects. Starting from the actual project, it can build contact with each other by discussing the specific contents which are cost control of the project implementation, middle and later stages. Analyzing and discussing the problems of cost control in each stage of the project implementation, and propose solutions, it can improve the real estate development enterprise’s profit and benefit. In the end, the results of cost control of the project are solved, some problems in the process of cost control are raised and the prospect of cost control is proposed.
