The coordinated planning of urban land use and traffic system is under the spotlight of urban planning practice and related theoretical research in our country. In the process of Chinese urban planning, lack of interaction and feedback between land use and urban transport planning lead to the bias and confusion of unilaterally solving problem by traffic planning or land use planning. Regulatory detailed planning belongs to the medium urban planning, which provides a good platform on coordination between land use and urban transport, and due to its strong operability, regulatory detailed planning requires coordinated planning of land use and traffic system to achieve balance. The paper studied the theories and quantitative methods on coordinated relationship between land use and traffic planning for unit regulatory detailed planning, which provides a reference to adjust land use plan and analyze traffic impact. The main contents of this paper are as follows:Firstly, the paper combed research status on qualitative and quantitative interactive relationship between land use and traffic at home and abroad. Then we analyzed the land use and transport index on regulatory detailed planning, and elaborated harmonious development connotation between land use and traffic in unit regulatory planning level. Through the analysis of traditional index of Floor Area Ratio in regulatory planning, the new quantitative indicators called Floor Road Ratio and Green Floor Ratio were proposed, and we deduced the Floor Road Ratio’s influence on the future traffic operating state on a land block or an area. Next, by referring to the index system on land use and transport coordinated development at home and abroad, determine the selection principle of the evaluation index system at the level of the research, and the index system of two systems.Secondly, we proposed the evaluation model based on the former index system. Make traffic demand forecasting of regularity detailed planning unit to obtain traffic volume data generated by land development. Take the land use system and traffic system as input-output system mutually, study the coordination degree model using a new DEA model with AHP restraint cone. When constructing AHP judgment matrix of sub-systems, considering there are too many evaluation indexes in traffic system, get principal component by means of principal component analysis algorithm, and construct a judgment matrix on the basis of variance contribution rate. After calculating DEA effective value, the paper supplied improved schemes for ineffective DEA decision making units, which is also the suggestion on inharmonious area.Lastly, take NH03 management unit regulatory detailed planning in Handan city as an example, make accurate traffic demand forecast to get fundamental data, and analyze principal component of traffic system. On this basis, make comprehensive evaluation on coordination between land use planning scheme and traffic planning scheme, prove the rationality of the DEA model with AHP restraint cone. And evaluate the coordination degree of each blocks based on the efficiency values, put forward to corresponding improving measure of land use or traffic planning for the blocks at low coordination degree.
