| With the rapid development of society, people’s life is getting better and better, and the quality of life is more and more high. However, the energy problem has become more and more serious, and the shortage of resources has become increasingly apparent. The total value of building energy consumption in our country has turned over 1.5 times since 1996. Among them, the building energy consumption in 2008 was 823 billion KWh, accounting for 41% of the national annual power consumption. Although we have been making great effort for building energy conservation, the total amount of energy consumption in our country is far higher than the level of developed countries. So making further study of energy-saving building, improving the energy efficiency of the building is imperative. Passive construction in foreign countries has been developed for a period of time, and the energy saving effect is significant. In recent years, China has begun to develop the passive construction. There are two successful pilot projects which are residential buildings at present. It isn’t a successful case of public buildings. Therefore this paper mainly studies the application of passive low energy technology in the cold area of public buildings, which put forward reference for the development of passive public buildings in the cold area.Firstly, the paper studies the characteristics of passive low energy consumption technology, and analyzes the differences of the influence factors of energy saving design between residential buildings and public buildings. Secondly, according to the climate characteristics of the cold regions, I use the Janesville building energy saving software to study the application of passive low energy consumption technology in the teaching building of the university from several aspects, such as optimization design of retaining structure, the fresh air heat transfer system, the utiliztion of renewable energy. The university building is a kind of public building, which is much representative and valuable. Finally, the technology of passive low energy is applied to the design of the college of architecture and design in Changchun Institute of Technology. The applicability and the promotion of the technology are discussed through the expected effect and cost analysis.Limited by the speed of the project, the design of the museum is at the stage of the project, which needs to be verified and studied in the future from several aspects, such as the feasibility, rationality and feasibility of the implementation of the project. With the continuous deepening of passive technology becomes more and more mature and the idea of building energy efficiency, I believe the passive and low energy technology will develop quickly and make a greater contribution for our country’s energy conservation in the near future. |
