| The real-time fuzzy evaluation of seafarers’ competency can be realized through building the fuzzy evaluation model of seafarers’competency, this will meet the urgent requirement of the government functions transformation and the development of shipping industry under the background of establishing a service-oriented government. An exploratory study about multi-level and multi-aspect index system of dynamic tracking management for seafarers has been done to meet the requirement of the fuzzy evaluation model, then the overall framework for secondary information resource repository of dynamic tracking management for seafarers was built. This framework contained six primary seafarers information elements, which were education and training, services, employment, health status, safety and assessment, and twenty-four secondary supportive elements.Finally, a case study was conducted to verify the feasibility of the fuzzy evaluation methods for seafarers’ competency, and the effectiveness of the overall framework for dynamic Information Element for seafarers has also been discussed. |
