The rich of wind resource makes wind power development fast and get widely attention, at the same time, the construction of wind power base has been accelerated. The construction of wind power project has become one of the main ways to solve the shortage of electricity in our country, and our country has also become the main country that wind power resources development. However, the process of the construction and management of wind power project has quite large and quite a few problems, one of the most prominent and key phenomenon is that most of the construction of wind power project is not according to the plan and expected deadline, and even a lot of construction process of project significantly lagged behind the original schedule or project schedule, and brings considerable resistance for the subsequent construction progress of the project. In the long run, this situation will reduce the profitability and economy of wind power construction projects, and even the whole social and economic benefits. Therefore, the study on the schedule management of wind power project progress is very necessary and meaningful.The construction of Kailu wind power project by East Inner Mongolia Electric Power Company is mainly carry out in order to solve two contradictory but can support each other problems that in the long-term power shortage status in Liaoning province while Tong Liao area in Inner Mongolia autonomous region faces the big province of installed wind energy and sending resources is facing the problem of power digestion ability. However, the schedule management of this project is not science, and there are delays, and the phenomenon that quality, safety, etc will not be able to fully ensure in the process of construction.Because of the construction and construction process of Kailu wind power project is great significance and essential to strengthen the Tong Liao region of space truss structure, improve the power grid and alleviate the pressure of the Liaoning province power supply and enhance the power level of power supply. Therefore, analyzing the schedule management and optimization of Kailu wind power project is very necessary and urgent.This paper takes Kailu wind power project by East Inner Mongolia Electric Power Company as the research object, after a simple introduction about research background and significance, research methods and contents and literature review and theoretical basis, the full text main content can be divided into three parts. Firstly, having a introduced and the system analysis to the present situation of project and the basic situation of the schedule management of Kailu wind power project and found some problems in the existing schedule management, which main performance that the organization and management system is not sound, management system is not perfect, the control of design is not strict and personnel and technology level is low and so on. Next, on the basis of the problem analysis, the paper summarizes the cause of the problem, and found that the presence of the above problem is mainly due to that the concept problems of company and managers, which mainly behave in four aspects, namely schedule management has not been fully appreciated, organization and management system did not cause full attention, staff technical training is not in place and schedule is not scientific. Secondly, based on the analysis of the first part, the paper put forward the design of the optimization of schedule management. This part first introduces the principle and method of project schedule management optimization, then on the basis of process decomposition, develop new project schedule and work relational table, and then, using the network model and critical path optimization scheme of the project schedule and calculate the time limit for a project, and lastly introduces methods to control the new schedule. Finally, in order to guarantee the implementation of the optimization scheme, this paper put forward the key implementation points of optimization scheme and gives specific safeguard measures from the organization, system, personnel and technology, and the guarantee of the contract and so on four aspects.Through the study of this article, I hope that the study can give some help to the research of wind power project and also can provide certain guidance and reference for subsequent research. To sum up, in the process of the construction of wind power project, schedule management and schedule optimization is of great significance for the construction of the project, and the enterprise should pay great attention to schedule management and schedule optimization.
