With the rapid development of economy and society, the motor vehicle population of Shenzhen increased rapidly, and the traffic jam become increasingly serious. In current, the urban renewal progress became more and more quickly, and the construction projects goes springing up, how to strengthening the traffic facilities and optimizing the traffic organization of the construction projects, as well as minimizing the impact to the traffic environment due to the construction projects is particularly important. One of the most efficient means to solve the above problems is traffic impact assessment (TIA). Although it was among the earliest cities which introduced TIA in China, Shenzhen still lacks a relatively completive framework for the implementation and management of TIA due to the institutional mechanisms and technology issues.This paper firstly analyzed the existing problems of TIA in Shenzhen. In management aspect, the problems are incoherence of legislation and operation, meanwhile, examination standards is not unified. And in the aspect of operational procedure, the main problems including the developers avoiding assessment for cost saving, the conclusion trends to the developers’benefit and the quality of traffic assessment reports are spotty.Some countermeasures and suggestions were proposed to improving management and technology on the work of ITA in Shenzhen. In the aspect of management, the strategies are standardizing the procedures of approval and the entrusted mechanism; standardize unit qualification and clear developer responsibility. In the aspect of technique, Standard and unified technical must be implemented by means of deepening assessment method, perfect the assessment index system, scientific and technical methods of standardization.This paper formulated a model to calculate the TIA threshold for Shenzhen, and then analyzed the shortcomings of the assessment scope of ITA regulated by the National TIA Technical Standard, and submitted an alternative assessment scope for Shenzhen TIA.At last, this paper presented a case study to discuss the above issues.
