In recent years, urban traffic problem has been becoming severe each day as the rapid increase in traffic volume caused by continuing urban sprawl and constantly growing motor vehicle population. In China, urban traffic congestion and delays has caused more than a hundred billion yuan of direct economic losses. Construction taking place prior to a capital project’s comprehensive impact assessment, especially its traffic impact assessment, is an important factor in exacerbating such urban traffic tension. Traffic generated and attracted by a capital project will affect one or a few city blocks and even spread to an entire city. It is, therefore vital to have a complete studies and assessment of its traffic impact and improvement measures prior to a capital project.This paper establishes a framework and its key contents in assessing traffic impact for the city of Chongqing, by referencing worthy domestic and international traffic impact assessment theories and practice, and utilizing qualitative and quantitative methods of analysis combined with unique characteristics of Chongqing’s road system and traffic conditions; then, proposes a model Traffic Impact Assessment (TIA) suited for Chongqing’s traffic condition; finally, takes a TIA on City Crown project, located at Lianglukou region, city of Chongqing, as case study:projecting the future conditions of transportation demand, assessing the probable traffic impact on the surrounding streets and regions as of the completion of the project, further proposing solutions for adequate traffic organizations and provisions for appropriate transportation facilities based on the TIA findings:analysis of development status of the project’s surrounding regions, including locality, transportation infrastructure, traffic operation status, land use and development, city’s development planning, and etc. The in-depth studies verified the feasibility and practicality of the proposed TIA framework and evaluation methods. It ultimately provides decision-making support for projects’construction managers and transportation authorities to adopt adequate measures in transportation management.
