The problem of uneven distribution of water resources in China is serious. There are many water-deficient areas. Water shortage has become an important factor of restricting our national economy development. The exploration projects of water source are of great significance to domestic economic development and people’s livelihood. However, due to the complexity of underground condition and insufficient geologic information, the uncertainty of exploration projects of water source is even higher than general engineering projects. In order to ensure the implementation of the projects, it is necessary to build a risk management model, which identifies, estimates and evaluates the risk.By using system analysis method, expert investigation method and empirical analysis, this paper identifies, estimates the risk factors. Also, we evaluates the projects’ risk by combining the advanced AHP method and fuzzy logic model. By applying the risk evaluation method to the exploration projects of water source of Mingantu town, it can be found that project risk mainly distributes in the risk level of "moderate", "relatively small" and "small", with total probability of 89.78%. The economic and financial risks and natural risks remain prominent. Policymakers may adopt corresponding risk control measures according to the risk level.
