Coal base is the effective organization form which adapts to development and exploitation of coal energy of our country, the scale production and management are more conducive to the rational use of coal resources and high efficient output of products, coal base is of great significance to ensure national energy security, meet the needs of the social and economic development, optimize the structure of the coal industry and promoting the development of regional social and economic. But at the same time, the development of coal base encounters some "bottleneck", such as the mismatch of distribution of water resources and coal base, water resources shortage,and serious water pollution, which have seriously affected the water resources sustainable utilization of coal base. Therefore, in order to the reasonable development and utilization of water resources and sustainable economic and social development of coal base, it is necessary to analyse optimal allocation and carrying capacity of water resources of coal base, make clear the level of water resources carrying capacity of coal base.This paper is supported by the ministry of water resources project for water resources fee of “the technical requirements of water resources evaluation and planning water resources argumentation in large-scale coal bases”, optimal allocation and carrying capacity assessment of water resources of coal base in ShanXi is studied,the main research contents and results are as follows:(1) On the basis of related literature at home and abroad, the current research status and the research progress and existing problems of water resources optimal allocation and carrying capacity are summarized and analyzed. Combined with the situation of coal resources and water resources of coal base in Shan Xi, the existing problems in the coal base of ShanXi are put forward.(2) Water resources supply and demand of coal base are forecasted, According to the characteristics of the coal base, in water demand prediction of industry, product quota method is used for the water demand prediction of coal, coal power and coal chemical industry, and added value quota method is used for the water demandprediction of general industry, in water supply prediction, mine drainage is regarded as a separate water source.(3) Water resources optimal allocation model of coal base in ShanXi is constructed, and based on the analysis of the balance between supply and demand of different schemes, the water resources optimize allocation of coal base are conducted.Seeking the maximal integrated benefits of economy, society and ecology the multi-objective optimization allocation model of coal base is set up, in which coal,coal power and coal chemical industry are regarded as independent water users;configuration scheme sets are built by different conditions of water-saving level and water supply source, then the water resources optimal allocation of each scheme are conducted, according to the result of water resources optimal allocation of each scheme, the most optimal water resources allocation scheme is recommend.(4) The evaluation index system and evaluation model of water resources carrying capacity of coal base are established. In view of the concept of water resources carrying capacity of coal base, based on analyzing the main factors that influence the water resources carrying capacity of coal base, evaluation index system of water resources carrying capacity of coal base is established from two following aspects: carrying subject and carrying object, and the quantization method of each index is given; according to the characteristics of the evaluation index, the fuzzy comprehensive evaluation model of the water resources of coal base carrying capacity is built, and the carrying capacity of most optimal water resources allocation scheme of coal base in ShanXi is estimated and analyzed. The results show that under the most optimal allocation scheme, the water carrying capacity level of three coal base in ShanXi are in the general level on the whole, there are still some zones in the poor level, and zones in better level are very few, the water resources carrying capacity in ShanXi coal base is weak on the whole.
