With the increasing number of civil aircraft, the limited airspace resources and airport resources becomes more and more concern. Compared distance and far distance parallel to the runway, closely spaced parallel runways that center line distance is less than 760 meters of can save land resources, reduce environmental pollution and the input cost, economic and other advantages, and it has been welcomed by many countries. At present, China has four airports with closely spaced parallel runways, including the Pudong International Airport has two sets of closely spaced parallel runways. The closely spaced parallel runways operating mode are a departure and a landing operation mode or mixed mode of operation, adjacent to the end of a runway take-off and landing aircraft wake vortex separation standards still uses a single runway operation standard. This is not to enhance the capacity to achieve the best condition, although the conservative interval value can provide protection for the safety of the aircrafts, which is a waste of time resources. Therefore, re-evaluation together with a departure and a landing operation mode, studying on the minimum safety interval value between adjacent aircraft is very necessary.Firstly, through in-depth analysis of impact of aircraft between safety interval values of risk factors, including human factor, equipment error, navigation error, and the wake effect. Especially, take-off and landing stage affect the aircraft’s human factor was analyzed and calculated in detail, and the weights of human error factors in the overall risk of collision was obtained. On the basis of the establishment of closely spaced parallel runways with a drop operation mode under the longitudinal spacing of the collision risk model, and a description of the parameters. The lateral collision interval model and vertical direction collision risk model were analysised.Secondly, using the nearly 40 years of history security data calculated the 2015 target level of safety, with weight method into nearly landing and departure stage target level of safety. Compared with the International Civil Aviation Organization recommended target level of safety value, the reference value was determined. Then by establishing longitudinal interval collision risk model, considering the influence of the wake of drift, a detailed analysis of delay in the reaction time of each parameter variables, and controllers and pilots and call transmission time and transmission equipment error, according to the actual operation data of collected by the Shanghai Pudong International Airport, using MATLAB the number 2 and 4 runway heading North operation under various combinations of the minimum safety distance values were calculated. Finally, using for the safe interval value of Pudong International Airport, the capacity was simply evaluated. It is proved that the new minimum safety spacing for the improvement of Pudong International Airport closely spaced parallel runway capacity have significant effect.
