Electric energy is the most important energy in China. With the stable development of China’s social and economy, and the requirements for the electricity supply is growing, the construction of power net project has become the guarantee of electric power supply. Due to the power transmission and transformation projects usually need long cycle, a lot of fund and the participation way is diversified, so there is a big risk in the process of construction. The development of same type of new projects would be affected, and even lead to the failure of the project management, if the whole process of construction is not analyzed and summarized systematically. Therefore, the project post-evaluation is carried out after the completion and operation of the power transmission and transformation project, the realization degree of the project goals are analyzed comprehensively and objectively, the experience and lessons of the project are summarized, and the decision-making basis is provided for the reconstruction project, which ensures the investment benefit of reconstruction project.At present, the post-evaluation work of China’s power transmission and transformation project are receiving much more attention, but still lacks a set of relative perfect project post evaluation system. Due to the data of project is unable collected completely, the post-evaluation index often cannot represent the specific construction and operation situation of project really and effectively, and the fuzziness existing in the evaluation process is ignored in the common research methods, which caused the evaluation results is likely to be a gap with the actual situation. Therefore, the above defects have poor effects on the result of post evaluation, and which is unable to provide effective guidance for the new project. Based on the above problems, the content, methods and related basic theory of post evaluation are introduced in the paper systematically, and a large number of relevant literatures are referred, and a relatively perfect indicator system of post-evaluation on power transmission and transformation project is established combining the operation characteristics. The expert scoring method is used to collect the data of qualitative indicators according to the measureless characteristic of qualitative indicators, and which is also used to deal with the collected precise value of quantitative indicators. The fuzziness existing in the evaluation process is ignored in the common research methods, which caused the evaluation results is likely to be a gap with the actual situation, therefore, the multi-level fuzzy method is applied in the comprehensive evaluation, and the method is used in the 110KV Cheng Guo power transmission and transformation project of Yantai Laizhou citys an example analysis. First, the project post-evaluation indicator system is established from five aspects, including project implementation, project economic benefit, project technical performance, project impact, the project sustainability. Then, the above proposed method is applied in the post-evaluation of power transmission and transformation project. Finally, the 110KV Cheng Guo power transmission and transformation project of Yantai Laizhou city is successful through post-evaluation, which expected goals is basically realized, and the good economic benefit is obtained, and has a positive effect on the region economy development.
