After several booming decades of urbanization and urban construction in China, vigorous rural construction movement sweeps. But nowadays, a large number of rural planning and design in china, on the one hand, pay too much emphasis on "face project" and depart from the essence of rural construction. On the other hand, they detach themselves from the local industrial development and be out of touch with the most urgent needs of farmers. For current stage of construction for rural human settlements, it is of great significance to build the "Trinity" development strategy of economic patterns, social patterns and spatial form in the context of industrial restructuring. Developing rural tourism is an important means of rural industrial restructuring, and it is conducive to achieve positive interaction between urban and rural areas, prompting benign reflux of human, material and financial resources, thus improving overall rural economic and social benefits. Therefore, it is necessary to seek strategies and methods for constructing tourism oriented rural human settlements, so as to promote the recovery and development of rural economy and society.This paper, from the perspective of rural tourism, selects planning and design in the region around Mogan Mountain as the object of empirical research, trying to explore the strategies and methods on construction of rural human settlements in new period. On the basis of theory carding about rural tourism and rural human settlements, it puts forward that tourism oriented rural construction need to focus on the recovery of rural image. Combined with case studies, the paper summarizes and proposes rural construction need to integrate five aspects of "people, culture, land, landscape, industry" to extend the boundaries of traditional rural construction. By analyzing on the villages around Mogan Mountain, it sums up their advantages and problems of existing circumstance. In the view of those problems, it conducts a systematic study from three levels of overall planning, village planning and material elements design. Firstly, basing on the continuation of historical context, it tries to establish a rich spatial pattern integrating landscape, pastoral and human settlements from the overall planning level. Secondly, in the planning and design of Lading Village, basing on their own features, it opens up the village context and optimizes subsystems. Through progressive environmental improvement and landscape update on small scale, it realizes the overall activation of rural complex systems with an approach like Chinese acupuncture and moxibustion therapy. Thirdly, it analyzes control principles and design strategies for habitat material elements and natural material elements in rural areas, to achieve appearance of "coordination in general, diversity in details ". Finally, it summarizes and promotes strategies from theoretical and practical research.This study is a positive attempt for constructing tourism oriented rural human settlements, trying to put forward some strategies and methods with relatively universal significance. Although the summary may be limited, its fundamental purpose is to enhance consideration about industrial restructuring in the process of rural construction and trigger our thinking for methods of rural construction by the way called "see big things through small ones". Hope that this research can provide reference and ideas for rural planning practices in future.
