Electricity consumer is an important part of distribution network, as being the terminal for energy transmission of electric power system. With the emergence and development of the smart grid, the flexible interactive mechanism between the users and grid gains power consumers more autonomy in energy consumption. With this development status, this paper proposes an evaluation index system of power customer demand which suits for the smart grid. Based on the evaluation index system, this paper studies division method of power consumers under the smart grid condition, and puts forward a smart distribution network construction mode for different power consumers’ demand. The main contents are as follows:Firstly, this paper researches the main requirement of power consumers under the current smart grid condition. Based on the rigorous scientific analysis of user demands, an evaluation index system for the power consumers of smart grid has been put forward. The index system takes the power users’demand as the core, and consider the power grid’s coordination, using economic demand indicators to evaluate the interaction between the power consumers and power grid. This paper also discusses the calculation methods of the indicators, and highlights the rationality of user demands.Secondly, this paper presents an improved hierarchical clustering algorithm, which can obtain the termination conditions of hierarchical clustering by the criterion of the isolated data points. The termination conditions by hierarchical clustering can effectively remove the influence caused by orphaned data. Through improved hierarchical clustering algorithm, it analyses the demand data of 50 Power Consumers, and realizes classification for power consumers under the smart grid environment.Finally, this paper studies the smart grid’s network structure model and configuration of different voltage levels. Combined with the proposed classification method for power consumers and based on user demand, this paper researches the grid construction of smart distribution network. The paper determines construction ideas according the demand of the power users, and thus to choose a reliable, economical and reasonable construction mode, and eventually help the user put forward construction requirements which is suitable to actual circumstances.
