| Tongliao Power Supply Company is responsible for providing sufficient and reliable electric energy, promoting economic development and social progress in Tongliao area. With the increasing power supply load in TongLiao area, the number of grid access construction projects increase to meet the increasing demand. But the grid access construction projects are high-investment and high risk projects. As the builder and operator of electric power construction project, Tongliao Power Supply Company must have risk management capability and technical means to ensure the network construction project carrying out smoothly and to ensure the project quality. In this paper the risk evaluation and control method of the grid access construction projects was studied, which could provide tools for the risk management of Tongliao Power Company’s network project and also provide theoretical basis and practical guidance for the grid access construction projects of TongLiao Power Supply Company.This paper first summarized the domestic and foreign literatures about project risk identification and risk assessment methods. On this basis, the risk characteristics of networking projects and the proper risk identification methods were discussed and the risk control and management methods were theoretically stated. Then, the current situation of the network projects of Tongliao Power Supply Company and the existing problems in risk management were analyzed. Based on the four stages of the project construction process, the risk of each stage of the project was analyzed. The specific risk factors of networking projects are identified by using expert survey method and risk list method and all factors were categorized into economy, technology, safety, construction and management four aspects, forming the risk evaluation index system of networking projects. And also in this paper we used the analytic hierarchy process and expert scoring method to build a model to evaluate the networking project risks. Finally, Yingbin 10kv grid access construction project was taken as a case study.12 key risk factors of this project were identified and evaluated using the proposed model and the targeted control measures were put forward. The case study shows that the evaluation model we proposed is feasible and operational for the risk management of the network project of Tongliao Power Supply Company. |
