Research On PPP Project Risk Analysis And Control

Although the introduction of PPP mode in China is not a long time,it has been widely used in the field of infrastructure construction in China.Given the diversity of its financing model and the short introduction time,the state of development in China is not yet mature.Although China’s current experience in project risk management is very rich,there are few risk management experiences after applying this model to infrastructure projects.Infrastructure as an infrastructure for public goods is the basic force for economic development,and its state of development will directly affect economic development.A sound infrastructure will promote economic development.Otherwise,it will hinder social and economic development.Its inherent external effect attributes will bring considerable social benefits.The construction of infrastructure projects is basically government-led investment construction.However,from previous cases and experiences,it can be seen that traditional infrastructure projects often have the following problems.First,the government’s preparation of infrastructure will cause government finances to generate fiscal deficits,and because infrastructure construction is a resource-intensive project,relying solely on the government’s financial support will not be sufficient to fill the gap in funding;second,the government’s dominant position will lead to high quality social resources.Without the introduction of technology,the construction cost will remain high and the overall benefit of the project will not be improved.So China began to learn from foreign successful cases and introduce the PPP model into China.This model can effectively alleviate the shortage of construction funds,free the government from the project’s fiscal deficit,and establish a project company through organic integration with social capital.Leading the operation,introducing advanced management concepts and construction technologies,the overall benefits of the project have been significantly improved.No one model is universal.The PPP model still has many problems in the actual operation of our country.Foreign experience and successful cases are not fully applicable to China’s infrastructure projects.After analyzing some typical failure cases,it is found that a key factor for project failure is improper risk management.Due to the inadequacy of risk management,project construction and operations fail to achieve the desired results,and capital is not effectively integrated.Therefore,research on risk management of PPP projects has certain theoretical and practical significance.This article intends to analyze the existing research results,analyze the general risks of this type of project,and use the method of AHP and fuzzy comprehensive evaluation to combine the risk analysis of actual PPP project cases to build a risk assessment model.The evaluation results give risk control advice.
