This paper is a study about Linyi ’s artery network planning using the Four PhasesMethod, combined with present Research Situation of Home and Abroad on this subject.Before the research, a great deal of field investigations were carried out. And we got muchrelevant data, such as its current highway network, traffic flow, economic development,layout of towns, tourism development, and so on. During the study, Linyi ’s currentsocioeconomic and transportation situation are objectively analyzed. Besides, various roadand traffic parameters are used to reveal the basic contradiction of Linyi’s road network andaccurate assesses of it are made. Then we analyzed the trend and characteristics of Linyiarea’s economic and social development. Linyi’s social economic development level and thechanges characteristics of its layout and industrial structure during the planning period arestudied in the meanwhile. Road transportation demand are then predicted, using the elasticcoefficient method. The demand characteristics of trunk highways are analyzed, too. Based onthese results, the final result of Linyi’s highway network scale can be achieved, recombiningand weighted handling the predict results by both the analogy method and the connectivitymethod. We also optimized the network’s hierarchical organization. Then, Considering factorssuch as industrial layout and population distribution, we comprehensively applied the methodof node-importance and the method of traffic location and get Linyi’s artery. Finally, wegave some suggestions on how to guarantee the implementation of the planning program.According to the planning,by2025,the total mileage of Linyi’s artery roads will reach4,080kilometers and the density23.74km/100sq.
