With the rapid development of the international environment and domestic social economy in 2015, the development of industrial park showed new characteristics. Under this background, the development of industrial parks in Wuhan City faced both a rare opportunity and lots of challenges.Based on a case study of the industrial parks in Wuhan City, Hubei Province, this paper began with the development trend of Chinese industrial parks in an attempt to formulate a motivating and constructive appraisal system for low-carbon industrial parks. Its objective is to summarize the practical problems arising in the development process of industrial parks by means of investigation to form an appraisal index system for the Wuhan’s low-carbon industrial parks; its research achievement can be used to appraise the low carbon level of the existing industrial parks, provide appraisal reports and suggestions for the sustainable development of these industrial parks, and instruct and promote low-carbon construction and reconstruction in newly-built and the existing industrial parks.This paper first referred to four documents related to index system and construction guideline, including Transformation of China Industrial Development Zones: Towards a Low Carbon Future co-compiled by The Administrative Centre for China’s Agenda 21(ACCA21) and Institute for Sustainable Communities(ISC), Standard for Sector-integrate Eco-industrial Parks promulgated by Ministry of Environmental Protection of the People’s Republic of China, Research Report on the Appraisal System of Low-Carbon Industrial Parks in Hubei Province co-compiled by Research Center for Low-Carbon Economy and Technology of Hubei University of Technology, School of Energy and Power Engineering, Huazhong University of Science and Technology, and Research Center for Low-carbon Cities and Buildings, and Guidelines for the Construction of Green Ecological Urban Areas in Wuhan City released by Wuhan Municipal Office of Building Energy Efficiency, and then made a case analysis of excellent industrial parks at home and abroad, determining four major contents for low carbon appraisal of the industrial parks in Wuhan City: park management & safeguard mechanism, planning layout & land utilization, resource utilization & greenhouse gas management, and circular economy & environmental protection. Second, this paper did data research into Wuhan’s industrial pattern, and conducted a practical investigation of 4 parks in Wuhan, including Industrial Park of Daqiao New District, Jiangxia District, Jiangxia Economic Development Zone, Canglongdao Science and Technology Park, Jiangxia District, and Urban Industrial Park of Qiaokou District. The problems discovered during surveys have great significance to the formulation of an index system. Finally, this paper determined index weights by AHP and Delphi method, forming an appraisal index system for the low-carbon industrial parks in Wuhan City, and proposed a comprehensive appraisal report for the low-carbon development of the parks, as well as a plan for low carbon initiatives in the parks, through appraisal, to guide the sustainable development of the industrial parks.
