With the realistic need of global warming and the depletion of conventional fossil fuels and the impact to the environment, clean energy such as wind and solar energy resources developed, attracted more and more attention, and got a lot of support from many countries including China, and the significant decline of the cost by the developing of the upgrading relational industrial-technology made an important promotion. Currently, large-scale development of wind energy is the most important renewable energy sources, including offshore wind power development is the future of renewable energy development a new growth point. Hainan province is ocean marine area of ?its vast offshore wind resources are more abundant, has great potential for development.Generally, the development of wind energy resources whether on land or ocean,first of all need to be evaluated on location of the wind energy resources, it will give owners and provide the foundation to the government censor. According to the related provision, the evaluation for the regional wind energy resources need at least one year of wind data. In contrast, it’s easy to get the data of wind energy resources on land,but not on ocean, it’s very difficult. Due to the shortage of existing offshore wind observed data, if you want to obtain information related of offshore wind data, need to invest a large amount of capacity, and limited space representative wind data has many limitations. However, with the development of the meteorological observable instruments diversification and the numerical simulation technology, these techniques for the assessment of wind energy resources on land or ocean have been increased gradually. According to Hainan Island topography and climate characteristics,combined with related study authors conducted before, In this paper, using some numerical simulation technology, evaluating the wind energy resources in Hainan Island and it’s offshore, and analyzing its distribution, to be able to provide references for the exploitation planning, construction and operation of wind energy resources.According to this study, the main results obtained are as follows:(1) Hainan Island is mainly affected by winter and summer winds, mainly northerly winds prevail in winter and southerly in summer. The spatial distribution of wind speed in Hainan Island was descending from all-around to center, coastal offshore areas places as Dongfang in the southwest and Wenchang in the northeastern region have the larger wind speed, wind resource that is abundant in these two regions.(2) The average wind power density of the offshore regions of Hainan island, is consistent to the distribution of wind speed. According to GB / T18710-2002 wind power density divided standards, the wind resources in Gancheng of Dongfang is level 3, coastal regions such as Danchangyuan of Dongfang, Yueliangwan and Mulantou of Wenchang, Lianfeng of Wanning, and Li’an of Lingshui is the level 2.Above all of these regions, the wind energy resources has the development value.(3) According the wind energy resources spatial distribution of Hainan Island offshore, it’s rich in the southwest and northeast, followed by other regions. the annual average wind speed in the southwest and northeast offshore is more than 8 m/s,annual average wind power density is more than 350 w/m2.Gancheng of Dongfang in southwestern, the offshore wind energy resources in the north is better than in the south, within the range of 25 km offshore, wind speed per kilometer increased by about 0.5 m/s, wind power density increase of about 10 W/m2; the wind speed changes in the vertical direction is small out of 10 km offshore waters.(4) According to typhoon in Hainan effecting for the wind farm, efficiency was4.20 per year, about 60.2% per year; defensive was 1.28 per year, about 18.5% per year; break-up was 1.48 per year, about 21.3% per year. Hainan typhoon turbulence intensity of coastal land and vertical shear index vary widely, when no typhoon is also large.(5) Hainan Island coastal 70 m height of the 50-year average wind speed is between 41.5m/s and 58.0m/s; southeast coastal has more typhoon impact than other coastal waters, 50-year wind speed is greater than 45.0m/s; because of the weakening effect to typhoon by Leizhou Peninsula and Hainan island, the northern coastal50-years wind speed is less than 40.0m/s.Above all, as the land, the southwest and northeast coastal region of Hainan Island have good conditions for the development of wind energy resources.Accordingly, comprehensive wind resources and other factors of offshore wind power development, southwest and northeast of Hainan Island has good conditions for thedevelopment of wind power, that regions can be the key area of offshore wind power planning and development. In addition, although the efficiency typhoon of Hainan is relatively large, but more special offshore conditions and wind speed greater need more prevention when the wind farm construction. Moreover, to ensure the safe of wind turbines, in addition to considering the selection of the fan-related design specifications, but also according to the actual situation at the scene to select.Results of this study can be used as the basis for local government planning Hainan offshore wind energy resources development, as well as owners develop economic assessment guidelines Hainan offshore wind farms in an effort to promote the rapid development of Hainan offshore wind energy resources. Hainan offshore wind energy resources development and utilization, not only make help to the province’s energy conservation and environmental protection, but also promote Hainan province’s economic development.
