For a long time, energy-saving work was evaluated by energy-saving rate which was based on reference buildings, but there are not reference buildings in real life and this kind of building energy saving evaluation method can not achieve the total amount control of building energy saving. In order to achieve quantitative assessment of building energy consumption more accurately, this paper puts forward three kinds of energy consumption quota indexes with government office buildings in Guangzhou as the object: the Load Quota Index, the System Installed Capacity Quota Index, the Cumulative Power Consumption Quota Index to control the total amount of building energy saving. Different quota indexes correspond to different stages of the building life process, and can optimize design of building energy saving by adjusting the control parameters of each stage. It determined energy consumption quotas of government office buildings in Guangzhou with methods of energy consumption research and simulation of energy consumption. Although the statistical sample size is small, the results combined with simulation still have a certain guiding significance to the engineering practice.Specifically, the main study work of this paper can be divided into the following parts:Firstly, it describes the basic concept of energy-saving management in the whole process of building. On the basis of this, the paper puts forward the system of energy consumption quota indexes, which are composed of the Load Quota Index, the System Installed Capacity Quota Index and the Cumulative Power Consumption Quota Index and then expounded them respectively. After defining the function of each quota index, the paper made a detail analysis on the necessity of establishing quota system and the principle of making it. Besides, it focuses on the parameter types of each index in different stage and conflict optimization strategies in detail;Secondly, in order to grasp the level of building energy consumption and to know well the actual situation, this paper counted the total energy consumption data of 13 government office buildings in Guangzhou as a sample from 2013 to 2015. Then it got good data samples by stability check and validity check of the original data check. And the Origin software wasused to test the normality of the new samples. Then it concluded that the sample average value is 54.87kWh/(m~2·a) and the standard deviation is 36.87kWh/(m~2·a) by the means of normality test;Thirdly, in the foundation of《Design standard for energy efficiency of public buildings》(GB-50189-2015) and combined with the investigation and existing research, it adjusted the air conditioning schedule, lighting schedule and equipment schedule of the main functional rooms. DeST software was used to simulate the hourly cooling load of four common types of government office building in Guangzhou. Through the annual hourly cooling load, it calculated the three types of energy consumption quotas of different types buildings in the form of Fan Coil Unit+Fresh Air System and Variable Refrigerant Volume System respectively. Finally, it came to the conclusions with the Mean Value Method that Government office building ’ s Load Quota QL is 146W/m~2; The Cumulative Cold Consumption Quota QC is 120 kWh/m~2; The Air Conditioning System Installed Capacity Quota QA is 50 W/m~2;Finally, based on the analysis of the current energy saving technology level and the economic development level in Guangzhou, this paper determines the available research method of Cumulative Power Consumption Quota Index——the Quota Level Method.Respectively, it set up quota level of new government office buildings with 0.3, and existing government office buildings with 0.2. Ultimately, it arrived at conclusions by the Quota Level Method combined with the investigation of energy consumption data and simulation data that the Cumulative Power Consumption Quota of existing government office buildings in Guangzhou is 90kWh/(m~2·a) and the Cumulative Power Consumption Quota of new government office buildings in Guangzhou is 82kWh/(m~2·a).
