The energy consumption of public buildings is high, so the potential of energy saving is great. Public building has been the focus of building energy saving,so the government attaches great importance to it. In recent years, public building management mode is to be more scientific and efficient development, from the original design stage of building energy efficiency standards based on the extension to the energy saving operation stage based on Benchmarking now, and established the energy monitoring system of public buildings in the actual operation of energy consumption index oriented, to control the total energy consumption of building and introduced the energy management contract mode to incent the high energy consumption buildings to save energy and reduce energy consumption. The core problem is how to determine the energy consumption base line of many building, Compare the energy consumption level of different building, how to determine the energy consumption before and after the single building renovation, and evaluation the energy saving of the building. Due to the lack of basic data, China has not yet established a complete analysis method for building energy consumption. According to the office building in Chongqing area, discusses the application method of determining building energy consumption baseline and the application of the benchmark energy consumption in China’s current building energy saving system.This paper first analyzed the energy-saving operation supervision system of China’s public building, analyzed the evaluation methods of domestic and international building’s benchmark energy consumption, summarized the method to establish the benchmark energy consumption line of multi building with the key steps include determining index, data collection, analysis on factors influencing energy consumption, reasonable statistical method. Based on the proposed method, to obtain a large number of building energy consumption monitoring data through the investigation, used 43 office buildings in Chongqing area as a sample and through the establishment of multiple regression model to determine the actual use of time, built-up area, the function relationship between the air conditioning system and energy consumption per unit area and established the energy correction equation. Through cluster analysis to verify the detailed classification of the office buildings’ energy consumption base line in Chongqing area, through four point method to determine the baseline of high energy consumption, general energy consumption, low energy consumption about A and B authority office building in Chongqing and proposes the constraint index on energy consumption of office buildings in Chongqing area per unit area.Based on this basics, proposed energy saving strategy analysis method as the benchmark energy consumption as objective and analyzed a high energy consumption office building In the Chongqing area as a case. The first is to do the building energy diagnosis, found the problem. And then, implemented the energy-saving measures for the transformation of the object, designed different degree about the level of transformation, offered a variety of options. At last,do the calibration energy simulation of the renovation project and selected the required program that satisfied the energy consumption according to the target value to determine the optimal scheme through comprehensive comparison on technical and economic.For the current energy-saving building that use the energy management contract, discusses the method of energy saving assessment. Analyze the approval basic conditions and the energy saving types, proposed the method and process of the two approved projects. The first project is not perfect about the energy management, lack of data transformation, could only fix the estimate energy saving under the fixed condition or normal working conditions. The second kinds of project is complete about data, could determine the energy saving based on the operation conditions of the reporting period and the actual energy savings based on the corrected basic conditions. This paper analyzed the specific verification process of the energy section, the characteristics of different evaluation method and the application range through the actual reform case.
