In the Internet age,e-hailing taxi companines such as DIDI,Uber and so on, have been quickly forced into the taxi market,and the traditional taxi industry is under serious threat.With the development of intelligent transportation system technology,Wireless positioning device(such as smartphones and GPS in-car)are used widely in all areas of the society,and the traffic is more and more intelligent.In addition,according to miningthe traffic big data, we can get more and more traffic information to guide urban traffic development in a reasonable direction.Just under such a background,it is necessary to readjust and optimize the traditional taxi fare structureto adapt to the taxi market,social and economic development. The emphases of this paper are as the follows:First of all,This article collects and analyzes the taxi fare structuresof major cities in the country,then drives a conclusion that taxi service lever is severely restricted because no-occupancy surcharge and low speed surcharge is unreasonable,.So it is necessary to study the charge method and level of no-occupancy surcharge and waiting time feeby refering to pricing methods of the special car or taxi with smartphone-base e-hailingapplications.Hence in this paper K-means clustering method and Thiessen Polygon method are used to mine the taxi GPS data and then divide traffic zone.and then traffic zone OD data, travel time,trip cost, trip distance is caculated for establishing foundations for the subsequent work.Secondly,based on the fact that the taxi search-behaviour was decided by travel time to the target areas,waiting time in the target areas and travel demand distribution of the target areas., taxi service network spatial equilbrium model is proposed that balances the supply and demand of taxi services.and then further provide an algorithm to solve it.On this basis,vacant taxi search cost is defined and vacancy taxi search cost spatial distribution feature is analysed.According to this research result,A new charge method and level of no-occupancy surcharge is proposed in this section as well as researches are carried out with example on Haikou.Finally,in order to optimize taxi waiting time fee,this paper constructs a bi-level programming model.The upper layer uses minimal passenger waiting time as objective function and driver income as constraint condition.The underlying model in this paper is described as a set of linear and nonlinear equations,which guaranty thatt the balance between customer demand and taxi supply,and the taxi service time conservation equation are satisfied. In the underlying model,profit per unit time has great impact impact on the taxi driver’s choice of location in the search for custom.An algorithms combined traversing search algorithms and genetic algorithms is proposed to solve this model.And then, the model is applied to Haikou city,and optimal taxi waiting time fee of Haikou is given.In this dissertation,the author applies innovatively taxi service equilbrium model to research no-occupancy surcharge and taxi waiting time fee,and utilizes economic means to realize the balance between taxi supply-demand oftraffic congestion area at rush hour and sparse areas to improve the level of taxi service.
