Study On Planning Of Xinjiang Naomao Lake Town Based On The Orientation Of Improving Water Resources Carrying Capacity

Water is one of the most precious natural resources for human survival and development, which can not be replaced by other limited resources. Water is not only nthe blood of agriculture, industry, but also the lifeline to achieve sustainable development. It is the important irreplacable substance for all creatures on Earth. With the social economic development and the expanding of cities, urban water supply become increasingly tense. The industrial water, agricultural water and domestic water are often set for more beneficial quato. Deployment of water resources is increasingly serious and irrational, resulting in incompatible development between some cities scaleand its water resources carrying capacity and other various water issues. Conversely, it had a negative impact on the sustainable development of the city. Particularly in arid regions, such issues become more clear, it has become a bottleneck blocking the development of the local towns.Naomao Lake Town, Yiwu County is located in the eastern part of Xinjiang Hami region, with the typical characteristics of water resources and environment in Northwest arid region. Because of dry climate and scarce rainfall, water shortage is severe. For a long time the major water demand is for agriculture. Use of water resources is not efficient, and the economic efficiency of water is low. Naomao town is rich in coal resources. With the improvement and development of the external traffic and social economy of the region, utilization of coal resources gradually increases. The related upstream and downstream industries gradually settled in the local area, demanding more water resources to meet the basic needs of production. However agricultural and ecological water become severe. The contradiction of water use resulted in serious absence of water resources management and unreasonable water allocation.Based on the concept of sustainable development, the study aims to find out water carrying factors and significance which have impact on the development of small towns in dry land through the analysis of the domestic and foreign experience and methods, taking Naomao Town for instance. It also introduces water resources carrying capacity into the overall planning of small towns and explores how to combine the local water resources from the aspect of improving water resource capacity in water shortage regions. Seeing the urban planning as the important method of the spatial redistribution of resources, it proposes the consequent measures based on the comprehensive evaluation of water resources carrying capacity. Furthermore, it further raised its corresponding spatial development measures, so that the urban planning will effectively guide the sustainable development of small cities and towns on the basis of water resources.
