Xi’an Urban Village Reconstruction Plan Study Based On Community Reconstruction

The implementation of New Urbanization requires both the quality and quantity increasing, and abvocate people-oriented, pay more attention to people’s urbanization. The traditional urban space sprawl, circle diffusion and unsustainable development is hard to continue. The development model tranforms from incremental development gradually to zero development, and then to inventory planning. Urban Villages is an important part of urban space, carrying a large number of stocks to be optimized for space resources. To promote renovation of villages is important for urban development transformation.Based on the understanding of related concepts with urban villages and community restructuring, introducing the game theory in economics viewing the benefit tradeoff analysis process, and then study the research progress at home and abroad, summed up the basic mode of practice, planning methods and the development of dynamic mechanism in the transformation of villages. After understanding the context of the theory of urban villages and community restructuring, taking Xi’an as an example, this essay focus on economic and social, spatial distribution, social structure, construction and other aspects of in-depth. The problems are existing: the presence of low-income people, the main economic and social development lags behind, extensive land comprehensive benefits, hybrid internal functions, construction spatial development disorderly confusion, living in harsh environments, lack of management systems and other issues. At the same time, explaning the dynamic mechanism of Xi’an city reconstruction, the land system reform drive, land finance system constraints, Xi’an comprehensive restructuring drive and internal environmental improvement are major factors. The thesis comprehensively analysis the demands of villagers, government and enterprises respectively, and proposes a "government-led + developer + villagers " transformation model on the basis of game theory to guide public interest, oriented to primary-type villages, transitional villages, mature villages as the basic category.On this basis, taking the Laoyanzhuang Village as an example and carding the geographic location, demographics, infrastructure and other land use, this essay puts forward “made in situ placement, comprehensive treatment, government + joint development” transformation approach and “life, production and ecological ”integration,and then build a reconstruction plan content framework of Laoyanzhuang village including spatial integration, industrial restructuring, traffic reconstruction, remodeling ecology, cultural heritage, etc. Finally, aiming at the actual situation in Xi’an, this essay proposes an inventory space optimization, industrial development guidance, infrastructure and public services to enhance community relations reconstruction, historical and cultural heritage, innovative financing models, strengthen management of migrant population planning policy, Booting Xi’an city reconstruction.
