With the rapid development of cities, there are many problems during the historic district exploitation process, such as the narrow programming, the over exploiting and the lack of community residents participation and so on. The essential cause of these problems is that the stakeholders’ benefits can’t be harmonized. How to balance and harmonize the stakeholders’ benefits then protect and exploit historic districts effectively will turn to be the problems to be solved.This article from the perspective of stakeholders, in order to protect the development of West Quanzhou as a case study, using literature research method, survey method, case analysis and other research methods to study. By studying the related domestic and foreign researches, this paper reviewed the process of historic districts and summarized the major problems during the their conservation and development. Then it introduced the stakeholder theory to analyze systematically the stakeholders’ claims. Find out the main causes of the conflict of interest, including the lack of community participation, ambiguity and role positioning of local governments policies and regulations is not perfect, social supervision and so on, to emphasize that the government guiding and community participating are pivotal. Combined with the actuality and problems of West Street in Quanzhou, the paper further research of the stakeholders’ composition, conflicts and influence. Learn from domestic and foreign successful cases for the sustainable development of the historic districts, put forward to build the government to promote the protection and development of West Community progressive participation, in order to achieve the sustainable development of the west.
