China’s rural area is large, and the rural population accounts for half of the national population. Currently, rural energy consumption has become a part of the whole consumption in our country that cannot be ignored. Completing the regional energy planning in rural areas is an important step to build a reasonable rural energy-using construction. It is also an important way to solve the present energy crisis in our country. Also it will have an immediate effect on our country’s energy conservation and emissions reduction work.The methods of theoretical research, investigation, and numerical simulation were adopted, and the potential energy resources in the cold area were studied. The three kinds of renewable resources including biomass energy, solar energy and wind energy, and the user side virtual energy saving through envelope insulation and human behavior were researched.First, based on the theoretical research on regional planning of rural energy resources, concept, task, method and the principle of rural energy resource regional plan were introduced. The index system of the rural energy resource regional plan was brought out, and each index analysis was put forward.Second, taking Shandong Province as an example, the potential of biomass energy, solar energy and wind energy was given, and the corresponding energy distribution was drawn. According to the results, renewable resources in Shandong province are abundant. Biomass energy has great potential in the southwest and is relatively poor in the developed eastern region. The biomass energy presents a gradually decreasing trend from coastal to inland spatially. However, the entire straw resource increased with time. For the wind energy resources, it is abundant in the eastern coastal areas, and relatively poor in inland areas. For solar energy resources, it is abundant in the eastern and central regions, and relatively poor in the western region.Third, the energy resource potential in the cold area was researched. It is shown that the overall biomass energy decreases from coastal to inland. There has great biomass energy potential in the east region. In the southeast region, biomass energy resource is relatively poor. Wind energy resources are more abundant in the north part of southwest region and the coast area, and relatively poor in the central and northwest region. Solar energy resources in cold areas are abundant and stable, especially in the southwest region with high altitudes. The related energy resource distribution was illustrated.Last, through on-the-spot investigation in a village in the region’s climate, resources, peasant schedules and the basic information of the typical farmhouse were collected. Using De ST energy consumption simulation software, the simulation of energy consumption in the region for typical farmhouse was carried out. The results show that there has great potential of saving energy for the farmhouse in the region.
