With the development of economy and society, energy shortages and the deterioration of the ecological environment is becoming increasingly severe, planning and using of renewable energy sources should be taken seriously. The rural population is more dispersed and low-density residential. With the improvement of economic conditions and the pursuing of living environment for the residents, there are much more energy consumption. Most previous studies is primarily aimed at planning of resources in urban, there are few reasrarch for rural energy planning. Now, C hina’s rapid economic development, new rural construction is accelerating and research for green building and energy utilization town planning is particularly important.Methods including the theoretical study, field research and simulation were adopted in this paper. This paper aims to analysis the energy resource potential of towns and villages in summer and cold winter area and evaluation, and to make renewable energy resources zoning map. The main contents are:(1) the basic theory of towns energy division;(2) a field research in a village in the area;(3) the solar and wind energy resource assessment, and draw energy resources zoning map;(4) biomass resource potential in the area, and make zoning resource distribution map;(5) typical rural house energy consumption simulation, and proposed energy-saving measures by De ST software and orthogonal test method.Based on the reasearch of town energy area planning theory, an index system of energy area planning was established, and a fuzzy clustering method was used in the paper. This climate area range and climatic characteristics were summarized. The results of potential analysis on renewable energy in the hot summuer and cold winter area are shown. Solar energy resources in this area except Sichuan province are rich and stable. Wind energy resources as a whole are relatively poor, but here is an effective hours available area, and the wind direction is partial North-East. O verall straw resources are relatively rich, only in some local places are poor. Livestock and poultry manure resources are gradually reduced from west to east, from the inland to the coast. Through a field survey in a typical village, the schedule of local residents is obtained and the region is suitable for the development of solar energy and biomass. Research about the energy saving potential shows that the influence of outside window on cooling and heating loads is the biggest. Cooling and heating loads have different changes with various factors. The best energy saving factor level combinations A2B2C1D1E1F2G3 is obtained. Combined with the schedule of local residents, energy can be reduced 2%.
