Research On Industrial Transformation Strategy Of Ordos City

In response to the impact of the international financial crisis, the implementation of the CPC Central Committee and the State Council to maintain growth, expand domestic demand, adjust the structure of the overall requirements, promote industrial upgrading, the State Council unveiled the top ten automotive, steel industry restructuring and revitalization plan. As a resource Region, Inner Mongolia is on the road to explore the way of the transformation. As a typical resource city of Inner Mongolia, Ordos makes significant contribution for national economy, but at the same time, its development also faces some difficulties and challenges. In the new situation, in order to walk out of "resources trap", get rid of "mine exhaust city declines" path of development, the core problem of Ordos is to realize the industrial structure transformation. Where to turn and how to turn is a practical problem to all resource type cities. Therefore, the research of industrial structure transformation strategy of resource type cities becomes pretty important.The paper first introduces the background theory of industrial transformation, including the basic theory of industrial transformation, basic mode and experience at home and abroad. On this basis, then analyzes the industry evolution, current situation and the strategic problems of Ordos. Then we analyzes industry transition environment of Ordos, including the policy environment analysis, the economic environment analysis, resources environment analysis, technical environment analysis, and the analysis of opportunities and challenges. Then analyzes the conditions of industry transformation from the views of advantages and disadvantages respectively. Then the SWOT method is used to analyze industry transition strategy, and finally proposes three strategic path of industry transition:government dominant+market regulation+Industry vertical extension mode; government dominant+market adjustment+industry substitution pattern; government dominant+market control+multivariate and compound mode. At last analyzes the implementation measures of transition strategy. Based on the analysis of the text, Ordos should choose the mode of multiple composite. The overall strategy for industrial transformation:the stretched coal industry chain, increase added value; doing around the coal supporting, such as the development of the coal logistics, coal washing matching, improve the efficiency of coal use; looking for an alternative to coal industry. Strategic priorities:promote the coal industry to improve efficiency; promote the development of the electric power industry scale; push forward the development of the coal chemical industry cluster; make great efforts to cultivate the non-resource industries; develop culture industry; accelerate the development of the service sector; build a large business park; strengthen science and technology and human resources support. Its industrial transformation and implementation of the strategy include:the establishment of high-tech industrial park, to nurture and develop emerging industries; talent strategy, establishing a strong support system of industrial transformation; promote the ecological protection and construction, create a good investment environment; rely on their own strengths, and guide eastern industrial transfer and undertake the Midwest industry.
