After the reform and opening up, as an important old industrial base and a large agricultural development province, Heilongjiang Province has shown its own unique advantage of resources and the environment. From1978to2011, the economy has developed rapidly, either GDP. residents’income and consumption level have been greatly improved. However, the development of economy is accompanied by a series of problems, such as unbalanced industrial structure, expanding domestic demand and reduced domestic capacity and so on. This paper is illustrated by the following aspects:Firstly, according to the real data of GDP per capita in Heilongjiang Province from1978to2011, the paper did a whole analysis, and thus drew a conclusion that the situation of Heilongjiang economic development is periodical under the guidance of the state policies. Considering the complexity and superiority of the model, we chose the AIC model selection criteria, and then divided the trends of these years in Heilongjiang Province roughly into four stages. Comparing with other two provinces in northeast China, we found that the pace of development and industrial structure in Heilongjiang is disadvantaged.Secondly, we used the linear error model to fit GDP and income per capita in Heilongjiang Province, and then obtained a linear equation considering the error of dependent and independent variables; simultaneously, obtained a long-term re-lationship and short-term dynamic relationship of GDP and income per capita by establishing the error correction model of them.Finally, this paper did a simple analysis of the income and consumption per capita in Heilongjiang Province, and drew a conclusion that the basic situation of Heilongjiang Province is in line with Keynesian absolute income hypothesis, that is consumption depends mainly on income, as income increases, the consumption also will increase, but the growth of consumption is lower than that of the income. This paper argues that there exists several problems in the balance of payments of Heilongjiang Province, and presents some suggestions about the corresponding problems.
