In recent years, public rental housing construction has been vigorously promoted inour country, the public housing system also has received the widespread attention fromall walks of life. With the country’s public rental gradually put into operation, people’sfocus has shifted from the initial planning and construction to the presentpost-operations management. At this stage, there are more research about post-operations management for public rental, but more attention to administration, accessreview, exit mechanism and other issues. Attention to replacing rent demand of thetenant during lease is not enough, research in this area had been lacking. In the processof post operation and management, as the volatility of tenant work, replacing rent isinevitable. As an important part of affordable housing system, if public housing canonly solve the problem of living, without considering the affordable crowd’s late lifeneeds, its significance as affordable housing will be greatly reduced.As the first batch of pilot cities of Chongqing, vigorously carry out the construction ofpublic rental, and actively explore a new model of public rental construction. Our country’saffordable housing construction apparent lack of balance function of the space before, thereare different levels of unreasonable spatial layout phenomenon.“Jobs-housing balance†isintroduced at the beginning of Changing public rental housing construction plan, points outthat21large areas public housing is located are combined with peripheral industrydevelopment to layout. However, public housing target groups including just graduatedcollege students and migrant workers, their work variability is larger. This will generate thedynamic imbalance in the leasing process. Chongqing public rental housing managementsystem made specific provisions for exchange rent, but in the implementation process, tentchanging is primarily aimed at the tenant who replace the units and the area. There is notenough attention to the tenant exchange rent due to changes in the work. Therefore, thisstudy proposed the concept of jobs-housing dynamic balance based on Jobs-housingbalance theory, aimed at resolving the tenant’s exchange renting demand after the replacingwork address, realize the rent exchanged and reached a new job-housing balance as soon aspossible.Based on the above background, our research improved the chongqing publicrental housing for rent management process. As a result of the tenant in making a choice inreplacing the rent, they need screen the right house from a large number of public rental housing source. However, the system can only filter out the public rental housing whichexactly match with the target. If there is no matching house, tenants will leakage theinformation of the house close to the target, resulting they can not change house timely.Therefore, the research introduce extension strategy generating method in extenics toexpend the choice of tenants and improve system efficiency of screening. First,according to the public housing application form and a lot of literatures, the researchidentified the characteristics parameters of the study needed. Then build extensionmodel of the replacing rent, analysis the compatibility after determining the correlationfunction of the characteristics. Conducting extension analysis and extensiontransformation for the incompatible problem,then generate the strategy of compatibilityis larger than zero. We sort the strategies based on the goodness. Finally, based on thedata of Chongqing public housing which has signed, the research verified exchangerent model by simulation test. The test results showed that: replacing rent extensiondecision model has good applicability and feasibility.The significance of research lies in: on the one hand, it can complete the researchabout public housing management, provide the reference to the health operating of thepublic housing in our country; on the other hand, combines extenics and public housingmanagement, conducive to the future improvement of extension strategy generationmethod and its application. |
