In recent years, with the increase of customs supervision business, the expansion of the customs functions, the upgrading of the customs operation reformations, the development of the law enforcement requirements and the going up of the service expectations from the public, especially as a result of the multiple responses to the adjustments of allowances and subsidies, the job burnout exists in the young customs officers to varying degrees. Job burnout is closely connected with the mental and physical health of the customs officers, the job performance and the public images of the customs officers, and even has great influence on the quality of the customs administration and the effects of its human resource management. The youth is more than half of the total number of the customs officers, and most of them working. It is an important topic of the current customs’human resource management to analyze the current situation, the causes and consequences of the job burnout in the young customs officers in order to explore how to take precautions against and interfere with the job burnout.Taking the young officers of Changsha Customs as the object of study, making use of the questionnaires designed by the theories of the job burnout, the self-efficacy and the job performance, and with the help of statistical analysis software, this article is to answer the following three aspects:(1) How about the conditions of the job burnout, the self-efficacy and the job performance in the young customs officers and the variable differences in demography?(2)Which dimensions can be found out with prominent presentations by way of taking the self-efficacy as intermediary to analyze the relationship between the job burnout and the job performance from its antecedents and consequences?(3) What kind of effective management measures can be taken on the base of this research conclusions?The study of this article includes the following three stages:carrying out the investigation and then modifying the questionnaires in the earlier stage, distributing the questionnaires and then collecting data in the next stage, drawing conclusions through statistical analysis in the last stage. The statistical analysis showed that:(1) Currently, the young customs officers have the job burnout at a low lever, with a cardinal symptom of emotional exhaustion caused by work overload.(2)The young customs officers make a higher evaluation of self capability and job performance.(3) There exist a negative correlation between the job burnout and the job performance of the young customs officers, and a positive correlation between the self-efficacy and the job performance. The self-efficacy has a intermediary function of relieving the influence on the job performance, which is caused by the job burnout.According to the survey results, from three aspects of the individual, organization and system, this article puts forward the following management strategies in order to prevent the job burnout of the young customs officer and enhance the human resources management performance.(1)Individually, the negative influence of the job burnout can be relieved by means of establishing the correct self cognition and work attitude, stepping up the self-efficacy through psychological hint, framing a reasonable plan of self career.(2)Organizationally, by the means of adopting the participative management, setting up the fluent channels of communication, providing the young customs officers with the mental health service, creating a positive and harmonious cultural atmosphere, and carrying out the integration into the local link exchanges.(3)Systematically, by the means of establishing the scientific evaluation system, innovating the training system benefiting all customs officers, improving the multiple incentive system, building fair competition mechanisms for promotion, and making better the flowing system.
