China is a country with a large population which permanently existing the problem of intensity in utilization of land. In recent years, the land demand has been becoming more and more urgent due to the requirements of economic development of China. Considering that many problems of land allocation existed at the beginning of China’s economic development, and the irrational allocation of land resources, much of the land was abandoned because of the irrational distribution. Under the increasingly tense situation of land at present, reconfiguring land is where the current problem lies in.The land replacement as a form of land circulation began to receive widespread attention of industry experts in China recently and became the focus of the current land management issues. The land replacement is an important form of land redistribution for the present irrational allocation of land and economic society development which is also a key way to improve the current low land utilization ratio.As a new land consolidation, land replacement can not only adapt to the requirements of market economy, optimize land allocation and enhance the utilization level with efficiency and intensification, but also increase farmers’ property income and improve their level of social security. Accomplish the optimal allocation of land resources through land replacement, thus lay solid foundation for the grand goal of the new rural construction.Bringing the functions of government into full play is the key to solve the p roblem of land replacement. In this thesis, we take the new rural construction of Wuxi T-District as an example, analyze the status of implementation of the gove rnment functions while in the face of complex issues of land replacement and su m up the experience and difficulties of the land replacement, what’s more, we a nalyze the implementation and optimization of government functions, and make referential proposals for enhancing the functions of the government in the prac tice process of land replacement.
